Outperforming the 2025 enforcement statistics

The 2025 enforcement statistics have now been published with regards to the issue and enforcement of High Court Writs of Control. You can view the data on the High Court Enforcement Officers Association (HCEOA) website.
We also take a look at how our performance data compares very favourably against the industry averages.
How HCE Group outperforms the industry average
Based on this data, as a group we have performed well above the industry average.
Here are the three key headline figures that demonstrate our strong performance in 2025:
- As a group, we have 17% share of the new writs received, but we collected 27% of all the money recovered
- 22.1% of our cleared writs were paid in full, compared to the 10.7% industry average
- Our average writ value collected was £5,352 – 20% higher than the £4,451 industry average
One of the principal reasons for achieving this level of collection performance is that we continue to use employed enforcement agents. This means that your writs of control are carried out with more diligence, stronger compliance and greater success – as the figures above illustrate.
Headline industry-wide figures
- 131,064 new writs were received in 2025, a 15% decrease over 2024
- Payment obtained in full has also decreased slightly, with 26,566 writs being paid in full, 2,077 fewer than in 2024
- £118 million was collected – less than the almost £122 million collected in 2024, but still the second highest year since 2004
- 248,734 writs were successfully cleared in 2025, 101,517 more than in 2024
Money recovered value
Looking at the industry average value recovered (total money collected divided by the number of writs paid in full), we can see that this value is steadily growing:
